I do not think that argument holds much water when considering how the poll was set up. Isn't it hard to argue (if indeed Burnout 3 happens to end up with more than 50% of the votes, which we of course do not know yet) that a game that more than 50% of the people think is worse than Burnout 3 is the best racing game? But in voting systems it is often the case to have a run off between the number 1 & 2 choice if the number 1 choice does not get 50% of the votes already, because this is usually seen as a more fair way to get a majority position, because if you have two very similar options on the roll and one drastically different one, the vote split that inevitably happens between the first two will skew the results (unless the third option is entirely unattractive.
